Like all craftsmen, having the right tool for the job can make the job easier and make you more productive. The first tool in your toolset is of course your blogging platform. There are so many to choose from it can be bewildering. Wordpress and Typepad dominate but there are plenty of others to choose from. Some are free and some you pay for, one idea is to start with a free service to see if you really have the commitment to blog on a regular basis and then move to a more professional fee based service.
If you intend to go this route, make sure that the free service you sign up with has an export feature. This will save you a lot of time and worry. For example Wordpress.com is the free version of Wordpress. It has some of the same features of the self-hosted version but is hosted for free. It does lack things like the ability to utilize plugins, though depending on the theme you choose you do get some with it. Most importantly it does have an export feature which allows you to export your entire blog in XML which will allow you to import it into another platform or a self-hosted Wordpress environment.
Choose your platform carefully and make sure that it has the ability to grow with you as your blog grows.

It is very important that you use the Wordpress blogging format because it has so much flexibility to it with all of the different plugins and themes that you can use for it.

Another vote for Wordpress. I’d even recommend going with a paid hosting package to begin with. You can get your own domain name and hosting so cheaply - it doesn’t make sense to host a money-making blog on a free service.

With Wordpress, especially the newest release as of writing this, 2.7, a lot of the information a blogger would want (such as comments, etc etc) are all available from the front admin screen, allowing you to do most things a lot quicker than before.
Plus, with the extensive and ever-growing plugin functionality, Wordpress is definitely a top choice.
